If you are refering to the cam belt tensioner, they are spring loaded and self adjusting. The V6 tensioner can lose tension and become very noisy, if this is the case, replace the belt and tensioner. If, however, you have an ealier model, you will have up to 3 manual tensioners. Tightening the bolts on these loosens then tentioner (moves the wheel down) IMPORTANT: Don't forget to tighten the lock nuts when you're done adjusting!! :)

I think it is the same as my 98 and you put a wrench on the bolt at the center of the tensioner pulley and push away from the belt.
Not unless the bearing in that pulley is noisy or rough when you spin it.
the water pump is driven by the timing belt. highly recommended to replace the tensioner, tensioner and idler pullies, and cam seals.

u do not adjust belt tensioner if belt is loose, u need to replace belt as tensioner works automatically
loosen the 7/8 main nut on the tensioner then back off the adjuster 12mm till there is enough slack to remove the belt
You can adjust the belt tensioner by loosening the tensioner bolt. When the tensioner bolt is loose the tensioner pulley can move back and fourth.

The belt tensioner is self-adjusting.
There is no way to adjust the belt tensioner, if it's not keeping enough tension on the belt the complete tensioner itself will need replaced.
