Children must always be adopted in court that has jurisdiction over the place where they resided at when they were placed with you. You will be unable to get a Mexican birth certificate until you do so.

The American consulate will be able to give you names of attorneys.

You may have problems trying to obtain US citizenship without the proper Mexican documents. I urge you to contact a Mexican Consulate for additional information
