The only brake shoes on a '96 crown are for the parking brakes. The front and back are disc. Once the wheel is off, take off the caliper and the rotor will come off. Replace with new disc's and new rotor and put the unit back on. Do one side at a time. The rear has the parking brakes in the center of the disc, held in with springs. You will need some special tools for the job, caliper spreader, spring pliers. Also, check the calipers to see if they move freely, if not then replace with rebuilt. Also check the sliding bolt and apply the proper grease.

If you cannot slack the parking brake, the you will have to hit the rotor ( with a small 5 lb hammer ) to loosen it. Might take a little time if it is stuck on.
