Double pole wiring is checked the same way as single pole wiring. When you turn the switch on and the device works, in effect the switch is checked.
The dryer is 220VAC. You need a double pole breaker to get 220 out of a home breaker panel. Perhaps you should contact an electrician who understands wiring so that you don't burn your house down.

Yes. The double pole breaker can be removed and replaced with two single pole breakers. The double pole breakers are only used for 240 volt supply loads.
Check your fuses first. Replace any blown fuses. If that doesn't correct it, check the relay. Identify which pole has power, then jump it to the opposite pole. If that gets them working again, replace the relay. If the relay checks out, detach the electrical connector from the wiper motor and ensure that power is getting to it. If it's not, then you're looking at a wiring fault somewhere, and you'll have to trace the wiring to find it.

For a single throw, double pole switch, each section is wired to the individual items to be controlled. For a double throw double pole (220) set up, both hot wires are run through the switch.

You have probably gotten a wire hooked up wrong and blown a fuse. Double check the instructions for the wiring, and then check all fuses.
