A new WinXP system from a mfg. like Dell already contains 3 partitions - System (hidden), C:, and Recovery, which may show as D: or be hidden. You can create one more primary partition. If you want to create more than 4 total, an extended partition must be created. It is sort of like a folder for partitions. You will have 2 primary and one extended which can contain more partitions.You cannot boot from an extended partition.
