Yes you can - like eating the seeds of Oranges/mandarines/tangerines/etc, it won't be harmful.
However, it might not taste as good with the seeds as without, although that's a matter of preference - though because kumquats have a mixed tart/sour and sweet taste, you might not notice the taste of the seeds as much as you do when eating the seeds of the sweeter citruses like oranges.
Most Kumquats have a sweet fragrant peeling and a very tart juicy flesh inside. Many have several seeds in the flesh. Typically the peeling is what you eat. The inside may be crushed for it's juice and sweetened to be used in drinks and pies. The tart flesh may be a little too bitter, so some varieties may not be well suited for pies. Bitter varieties will however be a useful ingredient in some mixed cocktails, and the taste is quite similar to lime. Some people who are more adventurous eat the fruit whole. I wouldn't advise eating it whole unless you really enjoy extreme sour! Try different varieties, as they can vary greatly in taste. But in general, it's like a little lime with an edible peeling that's often fairly easy to peel. Chopped fruit (seeds removed) may be added to salads, and the juice can be used in salad dressings and sauces. Enjoy your Kumquats!
