It doesn't matter how anybody feels about imposing either physical or chemical castration. Such a law would ultimately be declared unconstitutional by the U.S. Supreme Court based on a clause in the Eight Amendment which has been interpreted as forbidding cruel and unusual punishments.

It could never happen in the United States or in any civilized nation, although a totalitarian nation like China might be able to do it. But in any developed country, the problem is not OVER-population, but FALLING birth rates. Japan is already in crisis, as too few babies are born to replace the elderly. In Western Europe and in the United States, some sectors of the population are at or above the replacement level, while some are below.

Whether you COULD impose that restriction, which would be similar to China's "One Child" policy, it would be an incredibly short-sighted move.
