It doesn't matter how anybody feels about imposing either physical or chemical castration. Such a law would ultimately be declared unconstitutional by the U.S. Supreme Court based on a clause in the Eight Amendment which has been interpreted as forbidding cruel and unusual punishments.
It could never happen in the United States or in any civilized nation, although a totalitarian nation like China might be able to do it. But in any developed country, the problem is not OVER-population, but FALLING birth rates. Japan is already in crisis, as too few babies are born to replace the elderly. In Western Europe and in the United States, some sectors of the population are at or above the replacement level, while some are below.
Whether you COULD impose that restriction, which would be similar to China's "One Child" policy, it would be an incredibly short-sighted move.
Orchiectomy in humans
we would have an overpopulation of people

Overpopulation refers to a situation where there are too many people in a given area relative to the available resources and infrastructure. This can lead to strain on resources, environmental degradation, and social issues.
Yes, all environmental problems have their origins in human activity and human overpopulation.
Neutering/castration basically means cutting the balls off. This is something humans have been doing on both animals and other humans so far back in history that it's impossible to say exactly when it was first done. Neutering was first used in cats in 1893, and without anesthesia. In the 1930's and 40' neutering became more standard.
humans hunted them for fur and land. We killed thousands for what global warming and overpopulation
You can plant trees. It helps a lot.
Same as everywhere else. People (or men) are obsessed with sex, and there are too few contraceptives.
