You add a vent. There is an under sink vent available. It is a cap that is installed in the waste line as close to the sink as possible as long as it is above the level of the drain. It has a spring loaded lid that the suction from the water pulls open to allow air in to equalize the pressure.

Partial clog or not enough or proper venting. If it is a single sink, there may not be a vent to it. On a double sink, one side vents from the other. On a single the water is trying to push past the air in the drain.
You should check your sink pipes if there is something clogging the pipes and creating that pressure. If you are unable to locate the problems, you should contact a plumber to inspect your sink.
In order for water to reach your sink, pressure needs to be exerted for it to beat gravity's force.
