there is probably a broken solder joint on the instrument cluster circuit board. if you look at the circuit card itself there will be 2 resistors that look burned. by them there is a solder joint that connects the front and back of the board. check to see what side is not making connection and add solder to it. it takes a couple hours to do, and the solder job doesnt need to be perfect.

For the odometer/tachometer question the answer is in a solder that has come apart. I had the same problem. You have to take the instrument panel out to get at the control board in behind. There are two large blue resistors that surround a soldered connection. I had to solder this on both sides of the board. On the third try I had to disconnect one of the blue resistors to get at the connection. Third time was a charm as the tachometer and odometer have worked since.

The problem is in the instrument cluster. It needs to be checked out. This is a very common problem with these cars as they age. I have seen a number of them where the odometer was blank and/or working intermittently together with the tachometer. The only reliable solution is to get a new one from a dealer. not trying to make anybody mad but i have the same problem if you take out the cluster then pull off the cardboard from the back there is a small blue resistor it will have a burnt spot where they are you or some one you know could clean it and re solder the contacts i did it and it worked great now hardly any cost to you

A 1996 Chrysler Town and Country does not have a speedometer or odometer cable. That signal comes from the transmission output speed sensor.
