You can try Goof-Off, but be careful...it can seep through the fabric and dissolve the glue holding nearby patches in place.

Yes, if the oil stain is thoroughly dry. Use a Multi-purpose carpet glue.
I would try a silicone based adhesive for this. 'Goop' - Gloozit Shoe Glue or even 100% silicone.
