My personal experience is different, i used SLT ADSL and had many issues with their services, with their Mobile Broadband I was able to manage with internet, but when I used to start Dialog Services I really experienced the world standard, they have wireless ADSL similar WIMAX wireless fixed broadband with latest technology which i didn't noticed in many other developed countries too. Also they have Mobile broadband for affordable price starting from $7 a month for unlimited access. more than everything their service is excellent. you may get more details from 'Dialog'.
Lots of people especially travellers are looking for an affordable ISP in Sri Lanka. I was asked several times for this. Here is a reliable list of ISPs collected through experienced users in Sri Lanka.
[1] Sri Lanka Telecom (SLT) - Government owed and only cable telephone provider in Sri Lanka
They provide ADSL (512 Kbps, 2 Mbps, 4 Mbps), Leased lines (64 Kbps - 2 Mbps) and Dial-up internet services. Both services are highly recommended by my personal experience. I used a 2 Mbps one and my dad use a 512 Kbps and we are personally 100% satisfied with the quality and service.
For ADSL, you need to have a SLT telephone line, an ADSL router (about $40 in Unity Plaza) and a Splitter ($5).
If you are planning to start a business in Sri Lanka like an offshore office, SLT is the best option.
[2] Mobitel - Fully owned subsidiary of Sri Lanka Telecom
They provide 3G broadband internet connections. Speed varies from 1 Gbps - 3.6 Gbps.
Service is very reliable and dependable. I used one for my laptop and never found any problem with it.

You will have to buy a USB 3G Modem (I used both Huawei e220, 165G and highly recommended) which costs about $80 and keep a refundable deposit of about $20. This connection works almost anywhere in Sri Lanka and highly recommended.
