The IRS referred to 2007 tax returns for determining eligibility and the amount of 2008 economic stimulus payments. Eligible individuals were given an extended deadline of October 15, 2008, in which to file their 2007 returns in order to receive 2008 economic stimulus payments. The Recovery Rebate Credit for 2008 tax returns is for people who didn't receive the full economic stimulus payment ($600.00 per taxpayer, $1,200.00 Married Filing Jointly) but who might be eligible now for some or all of the unpaid portion. But if you didn't file a 2007 tax return by October 15, 2008, then you're not eligible for the Recovery Rebate Credit for 2008 tax returns. Recovery Rebate Credits won't be mailed as separate checks, as the 2008 economic stimulus payments were. They'll be added into taxpayers' refunds.
The government has talked about another stimulus payment. However that is different that what you are hearing about now during tax time. The 08 stimulus payment was estimated of your 07 taxes. However, since it was a payment in 08, it is actually based upon your 08 taxes. Therefore you might have gotten the right amount, too much or too little. If you got too much, don't worry the IRS wont ask for it back. A reason that perhaps you didn't get enough is because you had a baby in 08. Obviously your 07 taxes didn't show that and when you do your 08 taxes you possibly will get a credit called "recovery rebate credit" added to your refund. You should get the recovery rebate credit in 8-15 days after you file your taxes. If you selected a rapid refund option, than you will get your refund, minus the rebate credit, through the rapid refund option and you will get the rebate check in 8-15 days.
Can I use an old pin number.
Means that you owe pass due tax's and the money to be sent will be applied to past due tax's. IRS Code 1646 usually means that you owe past years taxes (but can sometimes also be student loans, child support etc) and that the stimulus payment you were entitled to is being applied in whole or in part to that delinquency.
Go to the IRS website and use their Economic Stimulus Payment Calculator.
Yes they can! They can also attack your IRS stimulus rebate!

The Internal Revenue Service (IRS) link, below, indicates that the IRS sent the May 2008 stimulus checks according to the last two digits of the recipients social security number.
If I owe back child support money, will the IRS hold my refund or delay my refund? Yes. The Bureau of Fiscal Service (BFS) might delay or offset your refund to pay your debt. For child support tax refund concerns, contact your debt agency to determine if it submitted your tax debt for a tax refund debt offset.
You report it to the IRS and your local state government
Wondering what Government entity handles a tax rebate? A tax rebate is money that is given back. The tax rebate is handled by the IRS government entity.
If you still owe for 2006 taxes, probably not.
If you are expecting a rebate check while the IRS is processing an amendment to your tax return, it may delay the issuance of the rebate check. It is best to contact the IRS or check the status of your amended return to get more specific information on potential delays.
To make sure they are paid.

When you have your fees deducted from the refund, the IRS sends the refund to the tax preparer's bank which deducts the fees and deposits the rest into your account. Since the IRS doesn't want to send the rebate to that account, they're issuing a check instead.
