You simply slide the handle located by the opening of the vent. If it is stuck you can spray some wd40 on the track of the slider and work it free.
On my 91 Dodge Ram. It is directly under the Steering Wheel on the underside of the Dashboard. There are two screws on I think. But if you put your hand under can feel the fuse box. On my 98 Dodge ram its on the side of dash when you open drivers door.
