I am assuming this is a purebred? Or are you talking about licensure with your city registration?

Either way, most would say the person who is the caregiver and home of the dog. You have stated for 3 years.

Does your boyfriend have the means to take you to court for a settlement? You see these things on Judge Judy, etc. And if you have been the caregiver all that time, she would rule with you as well.

If you have taken care of the dog, done the vet visits, etc that is your proof you have paid for the dog's care, purchased the necessary food, done the shelter and love.

My house? My son in college brought home this 6 week old registered female german shorthair. I said no. So it came to she would be in her carrier unless he was home to take care of her, hold her, etc. Her carrier was carried to the front yard, she honed out her favorite spot, and she would be let out.

I was not training the dog, but the son.

Back to your question. I hope you have been doing licenses each year as well. This will show established ownership. On the Police Department roster, they will have you listed as her owner. Your rabies and license numbers will show you as the owner. These are pluses.
