Should we assume that you are trying to cover magic marker on a wall or something? First, I would try to remove as much as will easily come off with mineral spirits and a rag. Then you will want to apply a stain hiding primer such as Kilz. Then you can paint over the kilz (after it has dried of course).
If it has dried, use mineral oil. This will leave a greasy stain in the carpet, so then use a degreaser...but the mineral oil will break up the plastic and get it out of the carpet.
Gum, sticky tape residue, or dried paint can be challenging to remove from a carpet.
You can try acetone (nail polish remover), but it will probably damage the carpet color.
I use Melaleuca products and the Solumel works tremedously to get pain out of carpet. I have even used it as a paint stripper for some old door hardware that I needed to remove paint off of by submerging the pieces in the Solumel. To remove paint out of carpet, I took a cloth soaked with Solumel and let it sit on the spot until it had softened the dried paint to where I could remove it. You will have to make sure to keep the cloth wet while doing this; a sponge soaked in it may work too. I hope this helps you as it did me; I had to remove the dried paint from a brand new carpet that had just been laid!
You can either remove your carpet and add a new one, or wash the carpet
get windex and some flower mix it in a bowl and let it set for 5-7 min then pour it on to the dried egg let that set for 3 min then scrub it (good luck)

Stains from carpet cannot be easily removed with plain water. Stain remover/ carpet cleaner is necessary in order to completely remove it.
