First off is this drain cap leaking constantly or is it just leaking when water is used. If it is constant it is indicating that the line is clogged and under pressure which is something that you will want to get a sewer and drain cleaning professional to deal with the problem. Trust me you don't want to remove the cap. If it is only leaking when water is running down the drain repair depends on what kind of cap it is and where ir is leaking, if the leak is through a hole in the cap or the threads of the cap removing the cap and replacing it or, resealing the threads with Teflon tape and or, teflon pipe thread sealing paste (pipe dope) is the way to go. If the adapter the cleanout plug threads into is leaking you will probably want to have a plumber take care of it. If the threads that the cleanout plug goes into are shot there are alternative ways to seal the opening, Lead Fitalls, Test plugs, Jiffy plugs and caps to name a few application varies on the pipes you have. You may want a plumber for this.

Looking up from under the car, the drain is located on the bottom right and corner of the radiator. A large flat blade screwdriver will be needed to turn the drain cap and allow fluid to be released. The drain cap can't be fully removed from the radiator so there is no worry that the cap will get lost.
You may have a bad radiator cap.
Keep the radiator full as possible and leave the cap loose. This will keep pressure from building up and forcing the coolant out the leak area. This is only to get you home or to a garage for permanent repair.
