Some companies specialize in fiberglass pool repairs. Look for them in the yellow pages or go to the local pool store for recommendations. In Central California there is an excellent one by the name of Aqua Glass - - possibly out of Ventura county. Don't know if they do work out of state but it would not hurt to ask. Google them.
Anywhere along the pacific ocean rarely goes below freezing in winter
As water freezes salt is released increasing the percentage of salt in the ocean water, the higher the percentage of salt the lower the freezing temperature of the water. The cycle of water freezing -> salt being released -> more water freezing reaches equilibrium at witch point the temperature necessary to freeze more water is lower then the air temperature.
Siberia receives little rain due to it being high above the equator, thus it stays below freezing the majority of the year. Even the summers are very cold.
It very much depends on where in the Pacific Ocean you look. The Pacific spans both the Northern and Southern Hemispheres. When it is winter in one it is summer in the other. During the upwelling that occurs ( non El Nino years ) along the Pacific coast of the US and South America the water is actually colder in the spring than the winter because of water from the deep sea rising to the surface.
The average is about 56 degrees Fahrenheit....i think....someone should double check.
