Remove the exterior side mirror turn signal cover. You can remove the cover by prying outward on the retaining clips. Take hold of the lightbulb, push in and turn at the same time to remove. Reverse the process to install the new lightbulb.
On a 2004 suburban the turn signal flasher is located on the back side of the fuse block drivers side. If you can snake your hand up, it's pretty easy to replace.
When this happens, it means the exterior light has burned out - the light on the inside is blinking faster as a warning. I've been through this several times. Replace the exterior bulb and the blinker should return to normal.
