I had to change mine on my 2000 Mazda Millenia. Most likely its the same way. There should be a plastic cover around the running light. If you can peek down in the space between you'll see that it's being held in by several metal hooks. It's like most exterior parts; you'll need a flathead screwdriver and gently take off the plastic cover.
Next, you'll see four screws holding the light in place. Carefully unscrew these (not letting them fall because you'll never be able to grab them unless you've got really small hands) and the light housing should pull out. The actual light is on the back just unhook it and put in a new one.
Also note that you should avoid touching the actual bulb with your bare hands as this will damage the life of the bulb.
You have to pull off the front bumper 1st. Then after you pull off the front bumper, then you have to disconnect the whole light from the car. After that you can replace the bulb.

NO. if you replace the fuel filter, it will have NO effect on the flashing ce lite. how bout get the codes scanned, and THEN see why it is flashing? using the guess method to diagnose a problem with the millenia doesnt work

You've got to drop the tank and replace the float that's the part that tells the light when its full or empty....if that doesn't work then replace the gauge sending unit...if that isn't it then check if the light is what is bad replace the light...if that doesn't work then i don't know !!!
