To replace fog light bulb of Monte Carlo you must remove the entire assembly. Replace the bulb that has been hindered and replace the assembly.
Reach your hand up under the dash and find the bad bulb and twist it out.

pull the complete headlight assembly out and then you can get to the build in the back of the headlight.
Jack the frontend of the car up and crawl under it and pull the piece of plastic down out of the way that is in back of the light and you will then see the light to be able to change the bulb or take the complete light assembly out if you wish.

Headlamps are not usually fused. Check and/or replace bulb. 99% of the time, it's a burned out bulb.
