I have an 87 Aero Coupe and my 3rd brake light bulb is in my truck. I think yours would be the same too.
Brake light switch on the brake pedal is defective
If your 98 Monte Carlo brake lights do not work when you hit the brakes, but the top one behind the glass works, check the bulbs. If the bulbs have burn out, the lights will cease to work.
If the bulbs are good then the brake light switch is bad, it's on top of the brake pedal up under the dash.
The top of the console has to come off to replace the bulbs.

Well, first i would replace the low beam bulbs, if that doesn't work, perhaps a fuse, and if not that, wiring problems.

Bad ground at the bulb or sometimes just corrosion in the terminal.
To replace the brake light bulbs on a VW Polo, pull away the carpeting in the trunk, unscrew the bolt holding the lights on, and disconnect the wiring. Replace the bulbs, put the wiring and bolts back, then replace the carpeting.
Check the brake switch up under the dash on the brake pedal. Lie on the drivers floor, look up and then push the brake pedal with yoru hand and see if there is any kind of electrical connector that actuates the brake lights when you push the pedal in.
