Even though the account is protected, you can still mention people normally by writing their username (@username) in your tweet.

you have to mention them. For example "@theiraccountnamehere" and you can send them a message that way. Sometimes they reply, but not always.

When you mention someone on Twitter, you either click 'reply' on one of their tweets or you open their profile and write your tweet in the box provided. You can also simply mention in your tweet with "@username". Take care there's no space between their username and the @ sign though.

You have to have a twitter account. I would suggest you follow Anthonysmosh and iansmosh and then their main twitter account smosh. anthonysmosh is normally the one who will tweet asking for twitter question, then you would just reply to his tweet and ask you question. Smosh rule >.<

Unfortunately, no. If your updates are protected, only your followers can see them, includng any @replies you may make. If you've replied to someone not following you, they can't see any of your tweets, since you're protected.
Some do, some don't. They can't reply to everyone though.
