Replace the wiper motor with a NEW one (do not use a rebuilt!)
There is another answer further down the search. Basically his answer was to buy a replacement cam from a GM dealer for around $85. I haven't tried it myself but plan on it.
The wiper motor on a 1998 Chevy Venture is up under the vents next to the windshield. It is bolted to the firewall.

The motor is located on the passenger side firewall.
The 1997-2005 Chevrolet Venture takes 24" replacement windshield wiper blades on both sides front and a 16" rear replacement wiper blade.

I had this problem with my 2001 Venture, the dealer replaced the motor and the mechanism. The van was only 6 mos. old..
Reset the wiper arm. At the bulkhead end of the arm is a big nut on a tapered shaft. (might be under a cover). Slacken the nut and loosen the arm from the tapered shaft. Move the wiper to a different position on the windshield and tighten the nut. Test wiper to see that blade returns to the new position.

The 2002 Chevrolet Venture has a fairly common hook-end rear wiper blade arm. See related link below for video. Press tab or button that is located in the area where the wiper blade is inserted into the hook. Pull wiper blade out of hook. Sometimes you need to rotate and flex the wiper blade a little bit to make enough clearance.
