The purpose of the U-bolts on a leaf spring is twofold. First, they allow room for the leaf springs, cradling them. Second they hold the leaf springs in place and attach them to the car, providing the structural support that makes them work.
You will have to determine why they are squeaking. Can be a worn rubber bushing or broken spring if they are leaf springs. Put it on a rack and do a complete inspection.

It depends on the club. Some antique car clubs do in fact require you to have a car if not multiple cars. Others you do not.
they are spacers that go in between the leaf spring and the axle in the rear of a car to put the springs down lower, and to raise the axle up to make the car lower to the ground.
Support the car, jack up on the rear end enough to take the pressure off of it. Take the bolts out of the spring at each end and the long U bolts holding the springs to the axle. There is a bolt in the center of the springs between where the U bolts were that holds the separate springs together.
Press on all four corners of the car. Look for how long the car bounces and listen for the squeak. It could be a shock or strut, or in older vehicles a worn pad between leaf springs.
