Support the car, jack up on the rear end enough to take the pressure off of it. Take the bolts out of the spring at each end and the long U bolts holding the springs to the axle.
There is a bolt in the center of the springs between where the U bolts were that holds the separate springs together.

No, you will get the opposite effect. Some fabrication/welding needed to move the axle under the leaf springs, but it can be done.
Lowering of cars is not typically illegal. It's putting a lift kit on them that can cause you problems with the law. This is all because the headlights have to be a certain height off the ground and can't be too high as you could blind the driver coming at you in the opposing lane. Coil springs yes, leaf springs no.
The correct term for a fern 'leaf' is a frond although "leaf" is perfectly acceptable.

Leaf springs can be reset, or re arched. They will need to be taken off and taken to a specialty shop that has the machinery to reshape the springs properly.
Get new springs made.
Coil springs. Leaf springs. Torsion bar.
Coil springs are spiral. Leaf springs are flat blades of steel stacked on top of each other. Air springs are bags of air. Leaf springs are cheaper and carry more weight (hence often rear springs are leaf). Coil springs are wound tighter at the bottom so that their spring constant is greater (this is to make a linear force after compensating for gravity).

Try Omix-Ada for replacement springs. HD Leaf Springs for my 1991 were spot on.
