How do you safely destroy data on hard drive- Will partitioning and formating my drive be securely clean?

No, it won't. Partitioning and reformatting does NOT erase the data, which is still retrievable.
Use a dedicated program to actively erase the drive by over-writing it. Most programs do a triple-erase; first all ones, then all zeroes, then alternating. There is a freeware program called Darik's Boot and Nuke (www.dban.org) that will do this, and there are dozens of commercial programs that will do this as well.
On a large drive, this can take a LONG time. It may be more effective to replace the drive and physically destroy it. For example, I recently needed to totally erase an 80GB hard drive. It took 2 hours. If I were billing for my time, it might be less expensive for my client to smash the drive with a sledgehammer and then buy a new blank drive.
