Use a dedicated program to actively erase the drive by over-writing it. Most programs do a triple-erase; first all ones, then all zeroes, then alternating. There is a freeware program called Darik's Boot and Nuke (www.dban.org) that will do this, and there are dozens of commercial programs that will do this as well.
On a large drive, this can take a LONG time. It may be more effective to replace the drive and physically destroy it. For example, I recently needed to totally erase an 80GB hard drive.
