There are so many kinds of porch and so many ways to do it. - Basically I would use plastic screen and cut 1/2 x 1/2 to frame all round the main sections, Attach a piece of the screen to a top run and staple it at each end, then place 1/2 x 1/2 along the length and air nail it so that the wood is holding the screen. Now pull this to the bottom of the section and again place a 1/2 x 1/2 to trap the screen and tighten it, then airnail that. -Do the upright ends next and keep screen taut as you airnail the wood to hold it.

I would like to enclose my front porch with screen. Do I need a permit to install a screen porch in Boone, North Carolina?

It appears that you will need a permit to do anything significant to your porch. You can find the permit application at http://www.townofboone.net/departments/development/single/Short%20Building%20Permit%20Application.pdf. If you are only putting on a screen and not adding any structure you may not need to get a permit so I would go to the office at 1510 Blowing Rock Road in Boone and check with them.

How do you keep the outside leaves dirt pine straw from getting inside of screen porch?

How are leaves and pine straw getting through the screen? Or are they getting in from the shoes of people entering? In that case, a good doormat outside would help so people can wipe their feet. You might also consider covering the lower half of the screen porch with siding so dirt won't splash in from the ground. Or, if siding is to expensive, Lowe's and Home Depot both seek outdoor screening fabric which has a much finer weave than screen, which you could put across the bottom half of your porch.

Do they make screen enclosure kits that are simple to install?

Yes, you can buy screens and frames where you need to only cut the screen to the correct size, staple it to the frame, and then screw the frame into your existing porch structure.
