This a pain, but here's how you do it. First remove the cuff. If it's a turn up cuff, then release the stitches holding it in place. This includes the tacking at the seams, and the hem stitching. If it's a sewn on cuff, clip the stiches, and lay the cuff aside. Then measure the pants and cut them to length, reserving 1/2 inch for seam allowances. Reattach the cuff if it is sewn on. If you must make a new cuff from the material of the pants, leave two inches extra to the pants. Turn the cuffs under 1 1/2 inch, and hem. Then flip the cuff up and out over the length of the pants and tack the cuff at the seams. Iron and wear.

You can use carpet tape available a the hardware store. Fold the hem up inside the leg to desired amount and tape between the fold and inside top of the hem. You can use a rolling pin or heavy book to make sure you get the tape adhering.
