If you want to have a relationship with a close friend especially if you want it "romantic" you have to take it easy and slow. Try to find out more about that person , try to see if he or she trusts you enough . Then make a commitment don't start too fast it might sound like you just want something else from her , or trying to get close to one of his or her friends she/he might feel uncomfortable.
