They aren't trying to mate. When dogs mount each other (even female to female or male to spayed female), it's an attempt to establish pack order/dominance. This often happens when one dog owner brings their dog over to the home of another dog owner. If it's happening with two dogs that live under the same roof, then the owner hasn't properly established the pack order (with the owner as pack leader). There are many great books on dog behavior that discuss how to be dominant and maintain a pack order.
