Locate and remove the relays involved.
If you have a key that is already programmed to your Outlander, use that key first. Place it in the ignition and turn to the "on" position five times. A light should come on your dash (looks like a car with a key inside). Once that light comes on, turn to the off position, remove your first key the place the "new" or unregistered key in the ignition and turn to the "On" position (not start). This should program your key to your Outlander.
No, it has nothing to do with the transmission.
the sensor that tells your engine when the clutch is engaged will be located somewhere on the transmission itself depending on the year. my 96's was right on top under the battery.
The "ignition modulator" is the power transistor (ignition module) and is an integral part of the distributor.

Normally on early systems it should be inside of the the distributor.
If you have an automatic transmission, make sure your car is in park. If you have a manual transmission, make sure its in neutral. Other than that you may need a new ignition switch.
Some known problems of Outlander 800 are a leaky CVT, a weak battery, no spare ignition key, speedometer display lens fogging, and no drain on the CVT housing. Some of these problems have temporary solutions, while others do not.
