I would say go for it if you can breathe and be really confident about it. But first, it depends if you know his interests, hobbies, and if you think he really likes you. You can ask him out too if you want. If he says no, he doesn't deserve you. If he says yes, go for it just don't ruin the friendship between you two even if the relationship ends.
