There really is no way to know precisely how fast it was going and no way to approximate without more information. Approximations can be made based on things like skid mark distance, how long of a distance it took to come to a complete stop, and what sort of damage the the car did if it did not stop completely in time and actually impacted something after slamming on the breaks. However this is all based on the idea that a car given a certain mass moving a certain speed can decelerate at a rate which is related to the amount of traction a car has. The problem is the traction a car has varies with road/tire quality and condition and the breaking distance varies with the car itself. Stopping distance can be effected by a great number of variables like the vehicles condition if the brakes are in need of maintenance or repair the breaking distance will be increased. With ABS equipped car's the brakes wont lock up the wheels and will stop sooner than a car without ABS just locks up its tires. Also a Corvette will have a better breaking distance than a Cavalier by virtue of the design of the brakes themselves.
