The easiest way is to try and turn it over by hand. First, disconnect the battery...don't want it to start accidentally...that would really hurt!
Next, locate the crankshaft pulley. You'll find it at the front of the engine (where the accessory belts for the alternator, power steering, etc. are) and at the bottom. It's usually the biggest pulley on the engine and the one that all the other belts go to. In the center, there should be an attaching bolt. Select the correct size socket to fit the bolt, and use a ratchet to turn the engine in a clockwise direction. Turn it over twice, to make sure all the cylinders are free to move.
If not, remove all the spark plugs and make sure it's not locked with water or gas and try again. If it still won't turn, then there is a serious internal mechanical problem that will require teardown to check.

Your engine could be locked up. You can tell by putting a ratchet and socket on the crank pulley and turning the engine by hand. If you can't turn it by hand the engine is siezed up. An easier way is to turn on the headlamps so you can see their brightness like the wall of your garage. You hit the starter and if the lights go real dim then either the engine is seized up or your starter is seized up.
Depends on what caused the engine to lock up. Most of the time a locked up engine is very serious and will require disassembly.
Get a long break over and the right socket put on the harmonic balancer nut on your engine on the frontof your engine ,the big pulley on the bottom and turn it if it turns its not locked up if it doesnt remove all spark plugs and try again if that doesnt work sorry ....try pullapart
