Not sure of your question but if it is does a truck have a governor the answer is loosely yes. Cars and trucks have computers that govern their top speed by shutting off the fuel supply when they reach a preset speed.

OTOH, if you bought the truck and it's still got the governor on it, just take it to the Volvo dealer and have them turn the speed up all the way. I wouldn't remove the governor; the next buyer might want it. But if you turn it up to about 85mph, it will do the same thing as taking it off.

The speed governor is factory set and factory altered. If the owner desires to increase speed the governor can be purchased with out limits.
you can not turn off the governor you can have a new computer chip installed in the ecm and the truck will go alittle faster
