My wife is transferring her license from Arizona to Missouri. I found this website, in the Related Link below, which should help, even though it's from Missouri to Illinois.
It looks like you have to:
1) Contact the new state (Missouri in your case) and let them know you want to get a license there
2) Contact the old state's licensing board (Illinois) and ask that they send your licensing information the new state (Missouri)
3) Fax your official transcripts from your school to the new school in Missouri.
The only difference in that website is that Missouri does not require to retake a test as long as you have your license in one of the 50 states as it says in this website in the other Related Link below.

If it is your license then you can just contact your state board. If it is someone elses license and they are abusing their rights as a cosmetologist then you can report them to the state board. If they feel that you are right they can take their license away.
