extremely RARE random events, or just go to one of the many adoption agencies and adopt a poor veggy or fruit chia. The most expensive and difficult way is by trading items or nps for them at the trading post. You will usually see only 1 or 2 magical chia pops for trade because they are SO rare. Another very hard way to get it is by repeatedly zapping your neopet by the lab ray until it turns to your desired color. But this is not a very good way as the chances are less than 1 percent. So if you REALLY want a fruit or veggy chia, why not send a application form to an owner willing to put his/her chia up for adoption?
