There's a button that looks sort of like a doodle of a bird to the right of the power button and to the left of the mute button. If you press that then a screen appears with different things (Ie: headphones, TV, pictures) Pick the one at the farthest right.
Normally, when you go to a site which allows web cam chat (Some examples would be chat roulette or omegle, just Google them and you'll find them) and you have a functioning web cam, a box will come up which will ask you if you want to use your web cam. If you don't have a web cam or yours is broken it won't work, but if you do have one, when the box comes up just click on the button with the green check mark. After that your web cam should start working.
I use it for Skype.

you need to open the quick play program which can be done by touching the blue Q to the right of the power button or using the shortcut on the desktop. Then select the camera.

Depends on what you plan to use it for. In terms of sheer power, the dv7 is "better" than the dv6 because it has a newer processor (3rd gen i7 vs 2nd gen i5), and a better screen (1600x900 vs 1366x768). However, in terms of price efficiency, the older dv6 is "better" because its age has reduced its price by on average $100 compared to the dv7. The extra $100 is, in my opinion, not worth the slight improvement, because it will not be noticeable in every-day use.
