The mange is inherent in all dog breeds in the same way that the measles and/or mumps is inherent in all children, which is why children get inoculated against these diseases at an early age. The mange usually doesn't manifest in a dog with a healthy immune system. Common* mange is almost always brought on by stress and usually found on stray dogs that must fend for themselves and don't have regular nutritious feedings.

*There is one form of mange that can be spread from dog to dog, so it's important that any sign of mange be tested by a vet to determine which type the dog carries. Although mange can be treated by a vet to rebuild a dog's immune system, if a dog is turned into the Humane Society with signs of mange, one should know that it will be destroyed.

You don't. Your vet does. And I urge you to take the dog in. One type of mange is easily curable. The other type is very hard to treat, and sometimes fatal. Get Rover to a vet!
