It sounds like the two dogs are still attached, due to the male has knotted inside the female to ensure fertilisation. It is also common for the male dog to turn around after mating as this is a more comfortable position. If the female is dragging him or otherwise becoming unsettled, you need to keep both dogs as calm as possible, as any struggling can cause damage both dogs' reproductive organs.
