Usually an appraiser is the best option to determine value. If the artist is fairly well known you can look up auction prices for similar pieces. There are many variables that determine the value of a work of art.

Bought a painting at thift store less than thirty years ago the painting is a large vase of flowers at the bottom of painting is written A. RENOIR 186 . Can not see the last number covered by frame.

That depends on the artist and the painting. An oil painting by a famous artist may be worth millions, whereas a painting by an unknown artist may not be worth the money invested in canvas and paint, while a painting by a regionally known artist or rising star may be worth hundreds, thousands, even hundreds of thousands.

Styles of artworks can come in and out of fashion, however, and this is reflected in the price you can ask. It also depends on the buyer. He or she might pay more for a portrait of a favorite grandchild, for example, than what they would pay for a portrait of the Queen of England.
