Nowadays, learning is not under the purview of the Church, or any church, but rather in the hands of the secular community. And the heads of state are not appointed their by God, but rather by the people (some exceptions: sultans or modern kings may still claim the mandate of God. The sultan of Brunei, the Grand Ayatollah of Iran, and the monarchs of England are some examples I can think of.)
