This literally differs city to city: you have to check your local building code to know for sure.

The ideal height is 33" with an acceptable range of 3". In other words it can be anywhere between 30" and 36" above the nose of the tread to the top of the rail. But if you want to be sure and be "legal" in your area, check with the local building inspector.

Typically, you see 33" - 36" to the center of the rail. This is measured at the end of

the step at the "nose", where it meets the riser.
