My honest guess would be that some of the money that the BBC receives through their tv channels goes towards the radio stations.
BBC, or the British Broadcasting Corporation, receives their funding from various license fees. They also receive funding from advertisers that pay them to play their commercials on BBC.
From advertising and sponsorship.
Radio Stations are funded by their advertisers (Website, commercials) and are hosted by their parent companies (Clear Channel Communications, Greater Media, etc)
The BBC does not pay the PRS on a per song basis. For radio stations the BBC pay a per minute rate, rather than for individual songs, which is then distributed to the creators via the PRS quarterly payment system - if the length of a particular piece is not known it is calculated at 3 minutes and 1 second for payment calculations. The rate varies for different stations and between national/local radio stations and terrestrial TV/satellite TV stations. There is also a blanket licence which covers BBC usage across TV, Radio and online for use of music in jingles promotions etc.
BBC Radio Foyle was created on 1979-09-11.
BBC Radio Sessions was created in 2007.

The BBC is currently funded by the licence fee - not commercials.
Freeview cable delivers a multitude of channels in the UK ranging from television channels to radio stations. Some of the channels it offers are BBC and ITV.
Many of the BBC UK radio stations are now available to international users through the BBC iplayer website, so you don't need a UK IP address. These may have restrictions on bitrate compared to UK versions, but these are gradually being lifted.
