If a pastor or leader in a church has the attitude that his congregation should serve him rather than God, he/she will become like a dictator sometimes even to the point of threatening their church members for disobeying them or leaving the church.

I'm not sure if this is what you're asking, but it could certainly be argued that the God of the Old Testament's leadership style is totalitarian. Since the Church does not condemn God's actions in the Old Testament, it could therefore be described as condoning totalitarianism.
