It depends upon the motivation of the learner and the quality of the learning tool. There must be a correct matchbetween the way in which one learns and the way in which instruction is given. For example, some learners do better with dedicated study of dictionaries, grammars, and vocabulary lists. Others do better with a 'thinking on one's feet' way of language learning. They may prefer a conversational approach through audio visual tools, immersion classes, language laboratories, and travel abroad.
This depends entirely on how committed a student is. Traditional schooling will usually take at least 3-4 years to learn very much. Rosetta Stone claims not to take as long.
You take a French course to learn French.
Within a month a child may learn French. It depends upon the situation. A child who lives in a French speaking country, plays with French speaking children, and takes classes at French speaking schools learns quickly.
That will take years, even if you start to live in a French-speaking environment - except for young children who will learn French as easily as their native language. But learning a few hundred common French words is certainly enough for us French speakers to understand you, and this is the real purpose of learning a language.
You learn the language, or you can go to school and take a class where they learn how to speak french for beginners.
