From my research it looks as though 26 million UK addresses are registered with a tv license so if you average that at 4 per household that would give you about 104 million people who could watch tv OH AND THEY TURN IT ON WITH A BUTTON ITS NOT ROCKET SCIENCE PEOPLE FIGURE IT OUT YOURSELF
Considering there are approximately 61.1 million people living in the UK, that's pretty impossible. Better check that research again. It's not rocket science.
