The questions is very hard to answer as most countries only gave estimates and some are confusing as it involved volunteers from other countries. If you include all the major countries with several less major countries and minor ones, you get around 115 Million Soldiers, the majority were Soviets (34 Million) Nazi Germans (25 Million) and the US (16 Million). This matches the statistics of how many died, which was around. However, that doesn't mean 115 Million people were deployed, If you only wanted ones that were actually deployed then it would be around 70 Million military personal that served in WW2 as countries like the USSR had a lot of reserves just incase for a larger scale attack.
