The number of US Representatives nationwide is distributed based on population (total 435), however each state has two senators regardless of population (total 100). Additionally, Washington DC has three electoral votes. As a result, Washington, DC and those states with the smallest populations have more Electoral Votes than if the Electoral Votes were distributed solely by population.
