However, every state has different laws. Please call your local police NON-EMERGENCY number as the laws are constantly being changed.
Each state has its own rules and restrictions. Some states specify 60 pounds or 75 pounds. (I know at least one sixth grader who does not yet qualify, at 57 pounds). Some states don't restrict the seat location but specify use of a booster seat until a certain weight or age.

California - at six years or 60 pounds, child may use the front seat without a booster seat.

Texas - at 8 years or 4' 9", child may use the front seat without a booster seat.

Illinois - at 8 years may use the front seat without a booster seat.
Children should not sit in the front seat.

Usually the warning signs say "at least 12 years old" which is really an ambiguous statement. People in general should be over 100 lbs. Remember that these bags inflate at around 200mph.
